The quest is to defeat a bandit leader somewhere near Riverwood. You'll walk up to a fort type structure, you'll have to slay a few bandits, then head into the hideout. There is a first room with a bandit or two in it, and in that room there is a carriage with two or three mammoth tusks in it. This is the easiest way I've found them.
